GT multipliers really need to be nerfed?

Due to a few quotes in DBGT, we believed for ages that the multipliers were:

SSj 2.5x
SSj2 1.5x SSj
SSj3 3x SSj2

However, they really need to be that nerfed?

Context: Rild senses Goku's ki after Goku transforms into a Super Saiyan
Rild: “Up to now, you haven't been putting out half of your power.”

This quote simply mean that Goku was suppressing his full power right off the bat. It doesn't need to mean that his power increase was only a little over 2x.

It makes the most sense that way. Goku is implied to be full power at Super Saiyan, meaning he was full power in Base prior to transforming. If it was "you haven't even put out a third of your power so far", the multiplier would be 3x, and so on.

GT sucks. So for that reason, the multipliers need to be nerfed.
