GT Piccolo, GT Frieza, and GT Cell

Piccolo presumably conquered a place that Rild, Frieza, and Cell called home; all three were likely several tiers stronger than Buuhan (Kid Buu if GT follows the anime).

Although Nappa and his newly befriended Red Ribbon Army comrades were the first to confront Piccolo, we could deduce that Rild wasn't far off, as he was seen standing in line with them over at King Yemma's check in. So when Piccolo stood up to take on Nappa and the Red Ribbon army, he also likely sensed Rild and was ready to fight them all at once. Going by that, Piccolo > Rild > Buuhan seems to be the most plausible scenario.

Frieza and Cell were nowhere to be seen, but it's likely Piccolo took care of them offscreen; he was doing quite well at the end of GT, pummeling a new villain and almost acting as though he were some kind of guardian.

Additionally, Piccolo probably felt everyone's ki the minute he stepped down there, and unless he was confident in his ability to keep the place in check, he wouldn't have made the decision to stay. Therefore, I personally adhere to the following:

Piccolo > Frieza / Cell > Rild > Buuhan (or Kid Buu if GT follows the anime).

Interested in gathering some insight on the matter.

Well if you look carefully at the scene where the Red Ribbon Army is standing in line talking amongst themselves, you could see Rild standing in front of Blue.

I don't think Piccolo would stand much of a chance if he didn't surpass them. That would leave too many heavy hitters to challenge him. Maybe its close, but Piccolo would be in a huge undertaking and probably an uphill battle. Besides, he initially survived a pretty decent blast from Baby Gohan. Who knows where he could go from there.
