It's probably just bad writing. Goku also got a small scratch from a bullet, and Kuririn himself got injured from being shot in that anime Filler arc.

Looking at the manga, Hachimaru was knocked out for a couple pages. Very unimpressive. Reminds me of Kid Goku being hurt with General White’s gun. But Hachimaru > Kuririn >>>> Kid Goku…

Post FT arc Goku was scratched by a bullet, and a bullet knocked Black out of his seat. Bullets are just powerful in Super.
