Goku wins. Toppo's current feats don't warrant him being at that level unless Goku's Kaioken x20 surpassed his earlier UI, which I find it unlikely for him to randomly get and if he did there would have been a statement or reaction from Beerus or Whis.

Furthermore even if Toppo was stronger, Goku's superior reaction speed triumphs.

Goku has superior reactions and Toppo only has hype going for him, especially considering he'll most likely either lose against or tie with Vegeta's new form. Goku takes this with either mid or high-diff.

Most likely. He's only an apprentice Hakaishin after all, so he should logically be far below the actual Hakaishin (apart from maybe Sidra). The comments on his Ki being that of a Hakaishin aren't much different to the context of the Hakaishin stating SSB Goku had the Ki of a God.

Toppo lost to Vegeta whom is equal to Kaiokenx20 Goku, so Ultra Instinct Goku one shots.
