Has Toriyama forgotten how to write character arcs?

Has Toriyama forgotten how to write character arcs? In the original run of Dragon Ball, we had Krillin's development, Roshi's arc of letting the next generation take over, Gohan, Tien, Piccolo, Vegeta and even Majin Boo. However in Super there's nothing. Even characters like Zamasu, who Toriyama and Toyo praised for his complexity and development in reality has nothing to him in the actual story. He goes from hating mortals to hating them even more, we never see any change in his thinking, never even see him proved wrong. What's especially interesting about the interview is the comparison with Zamasu and Majin Boo, where they use the pink antagonist as a way to prop up Zamasu's character. Even when Majin Boo developed with Mr. Satan.

Super failed to do anything interesting to its characters. It's simply fanservice and fighting-porn.

I think one of the reason of the lack character development is that the series goes from arc to arc with less consequences. Compare to the original canon where the each arc can have a consequences that can affect the characters as well. The one time that Super did that was after Trunks's timeline was destroyed and it will only affect to him and Mai while the present characters can just forget it later but we know that Trunks and Mai aren't here anymore so.
