When not using full power, Hit could effortlessly defeat Vegeta SSJ Blue, even though the latter could only fight with 10% of his real Blue power, as stated by Whis:

Context: As Hit’s time skips appear to be shorter than before
Whis: "When he [Vegeta] went Blue during his fight, he wasn't able to exert even 1/10th of his usual strength. Blue is not a transformation that can be done over and over again in succession. The amount of stamina it consumes makes it a detriment in that regards."
When Goku learnt about Hit's time skip, he could keep up with him with just his SSJ, although his stamina was dropping fast.

Context: Champa is getting frustrated about Goku and Hit’s fight
Vados: “Please do not worry, my lord.”
Champa: “What?”
Vados: “Hit doesn’t lose that much energy from his time skipping. Goku, on the other hand, seems to be tired out from it. At this rate, it will be that Saiyan who will run out of energy first…”
After using SSJ God, Hit's time skip couldn't do shit against Goku due to the tremendous power difference, leading Whis to state Hit's power only works on that who got inferior or equal power with him:

Beerus then stated that Goku's God form in that situation was more powerful than Vegeta's Blue form, who could only exert 10% of his potential:

As for full power Hit, we see everyone commenting on the power increase, with them stating how he hadn't to use it in a long time. Hit was confident he could stop Goku for a whole 0.1 seconds, until Goku turned into Blue:

Goku: “Your secrets are starting to come out…”
Hit: “This time, I can keep my hands hidden without worry.”

Context: Goku acknowledges some of Hit’s techniques are off-limits in the tournament
Goku: “That means you are much stronger than I’ve seen so far.”
We can conclude Hit's full power was around SSJ God Goku, given Hit's confidence in using his techniques now (which only work at opponents on the same level), which forced Goku to go Blue.
But what about Hit's initial power? We have a bit of a problem here:
---Hit could make his techniques work on 10% SSJ Blue Vegeta, meaning Hit was at least at the same level of 10% Veggie.
---Hit's technique also worked on Goku SSJ, but this latter could put up a good fight now knowing Hit's abilities, which would put them both at the same level.
---Beerus implied 10% Vegeta SSJ Blue was still a good deal above SSJ1 Goku, by only referring Goku's red form as having surpassed 10% Vegeta. So:
Hit (initial) >= Vegeta SSJ Blue (10%) >> Goku SSJ ~ Hit (initial)?
