How big was Semi-Perfect Cell power up to full power?

Considering he thought it could turn the tables against someone who was ragdolling him, I'd think that it's at least enough to easily spank his non-powered up self... which isn't saying much. Vegeta also said that there was quite a power up. 1.2-1.3x suffice to me. Vegeta is around 1.4x Semi Cell's full power given the tank feat imo.

To be fair, that makes sense if assuming it's talking about his peak (ie. SS3). SSJ Vegetto should still be above Base Vegeta-Baby and Baby Arc SS3 Goku, so SS3 Vegetto being above Pre-Beyond Limits or Pre-power up against Golden Oozaru Baby SS4 Goku is highly plausible via-scaling.

It cant be possible that SS4 Goku is still weaker than Super Vegito considering the gains that Gt Galu made plus the multiplier of Golden Ape and SS4 on top of it.

Indeed, as Goku even states Super Vegeta-Baby is the strongest Ki he ever sensed. However, he never states that about anyone else prior meaning SSJ Vegetto was still the pinnacle up to that point and the article never specifies it's talking about SSJ Vegetto as it just mentions Vegetto in general, hece why I said it would make sense if referring to SS3 Vegetto.
