Yeah, but Freeza increased his speed by then. The fact that Freeza increased his speed points to the idea of Vegeta being rivals.

He doesn't increase his power at all though. Increasing his physical speed wouldn't increase his attacks speed either.

Even if he rivalled him is speed, which really isn't something that can be inferred simply by Furiza increasing his speed, Vegeta would still be completely outmatched.

He didn't, when Freeza increased his power to 70% against SSJ Goku, he said so himself. Freeza was just that superior to Vegeta to the point that he can deflect a full power attack from him with little effort.
