In Romance-Dawn when Luffy was still a child he seemed to be a normal child without any extraordinary physical power but then as a 17 year old when he sets-out on his journey he was unbelievably powerful. Do the devil-fruits maybe also give extra physical power to someone. I know later was fully revealed that Luffy was the son of Dragon but...

Luffy trained every day with Ace and Sabo up until the point where Sabo died* and Ace left to captain the Spade pirates. He then trained alone for 2 more years until age 17.

Fun fact: Dragon is actually Roger reincarnated, as Roger asked Big Mom to transfer his soul into a new body so he could fake his own death. In the Edd War, Roger managed to outlast Shiki's grand fleet due to a massive storm coincidentally arriving at the time of battle. Dragon also possesses the power to create large storms.
