He has the same clothes as he got before of training in there, and Cell view no difference in between Trunks that he killed and Trunks that appeared alongside Krillin alleging that he would kill him again.

Why should he have noticed any difference? Cell was surprised that Trunks was there at all. That's what he focused on.

As I said, in Cell's timeline, Trunks was killed before he could show his power, so even if that Trunks had greatly increased his power by training in the ROSAT, Cell wouldn't know.
