How Does A Scouter Function Exactly?

Was it ever stated as to how scouters actually function? What does the scouter sense exactly? Does this mean that all life forms in the entire universe operate in the same fashion in regards to a power level?

Yeah it seems that they can detect ki the exact same way that sensing ki works. Ki is definitely a universal measurement of life force.

But on a serious note, yeah, it functions like Ki-sensing.

I was always curious if there were other features we weren't shown. We know it has a timer (Waiting 3 hrs for Goku) and can give you the exact distance of the power level.
