SSB alone was viewed as incredible by Sidra and Toppo is suggested to be close to Hakaishin tier, meaning Kaioken x2 Blue should be too. Champa even hyped Goku up as someone without limits. I highly doubt the gap between Beerus and the weakest Hakaishin is 10x, unless :toei and choose to reveal such.
