How Does King Cold Create New Entities?

I'm reading that the Frieza Race members were all created by King Cold, and that there are no females genders of the race. How did King Cold "create" the current members, and how would he "create" new ones?

If King Cold truly creates entities, how was he born, or created, initially?

I don't recall that King Cold was the sole progenitor of Frieza's race, I recall a Toriyama interview made clear that Frieza and King Cold were the only truly evil members of their race and mutants. Alluding to the fact there are others outside of their clan.
