I present this chain here based off this evidence:
Facts:
a) Goku said Vegetto wouldn't win against Beerus and this is prior to Beerus using 10% of his power.
b) Vegeta forces Beerus to use 10% of his power and Goku thinks he might make Beerus get serious.
c) All predetermined expectations for Beerus/Vegetto fall here.
d) When Goku transforms into a Super Saiyan God for the first time, it blows past all his expectations on how strong Beerus actually was and how strong he would become.

Goku said that Vegeta might make Beerus get serious while he dismisses Vegetto as the key to defeating Beerus. Because Goku's (Initial) transformation into Saiyan God blew past all his predetermined expectations for Beerus & Vegetto, than it's logical that Vegetto & Raging Veggie would more-or-less, be on the same level.
Furthermore, the gap between 1rst Form Frieza & Nail was larger than the gap between Vegetto SSj & Boohan. So logically, it would be safe to determine that the gap between these two fighters is less than 10x, probably a whole lot less because Frieza goes through a massive power-up prior to fighting Vegeta.

So before the Boo story arc began, I said “Once this next thing wraps up, I want to end it no matter what.” Because I thought there was no way for any stronger guys to pop up, or for Goku to get any stronger than he already was.

The keywords this time, “God of Destruction Beerus” and “Super Saiyan God”, were suggestions from the scriptwriter, but they were good ideas for presenting a crisis for the main characters, who had grown so strong that they’d reached a point where there was nothing higher.
