That's how I got initial Semi-Perfect Cell and I thought a 1.25x power should be good enough or at least have FP Semi-Perfect Cell be 1.33x - 1.5x weaker than Vegeta.

Also if SSJ2 Gohan is less than 2x of perfect cell and tanked his punch with only some recoil I can see a 2x gap tanking a punch with no damage
