How much effort was Goku using vs Metallic?

Goku was able to break out of Metallic's grip with strength alone, but it's made out to seem as though he wasn't giving his all during the fight. Directly after that he said he would hit Metallic "for real." After that managed nothing he claimed he was going to give Metallic "everything." So what effort levels would you give to Goku here? Metallic was still able to hurt Goku and was clearly on the level of the top 21st Budokai contenders.

It’s a rather odd fight. Goku claims twice he’ll use his full power, one of them right after using his strongest attack. I think Goku definitely used his full power only to get out of Metallic’s grasp.

Maybe the Kamehameha he fired wasn’t a full power one, and at the end of the fight he meant he’d fire a full power Kamehameha? It can’t be a reference to his physical power since he’d already said he’d hit Metallic for real. Or maybe it’s his match level/battle level thing, but that’d nerf Metallic too much. I think he should be above Kuririn at least.

Yeah I agree about Goku breaking out of Metallic's grip. He was clearly exerting himself fully there. I also don't think that Goku had a match level/battle level at that point in time. It could be that his first KHH wasn't his full power, but his quote in Herms' translation is literally about strength.

Chapter: Chapter 59, P14.1
Context: Goku fighting Metallic
Goku: “Alright!! I’ll show you my real strength!!”
Note: It seems Goku wasn’t going full-strength with Metallic, but Metallic's battery runs out before he has a chance to do so.

So idk, maybe it is a match level/combat level thing. I think Goku got a small boost after the 21st as his fight with Roshi was extremely taxing and difficult. Perhaps he initially used his 21st level but had an extra gear in reserve.
I think he should be above Kuririn at least.
If Krillin struggled against the Pirate Robot he would get incinerated by Metallic.

Yeah Galu seemed to only learn to separate match level and battle level in preparation for the 22nd since he was far ahead of everyone in the Baba tournament and probably worried about killing his opponents if he went all out in the 22nd. I think he definitely exerted himself less than against Jackie Chun, but more than against Giran. Galu seemed pr serious against Namu other than in that gag panel where he got dizzy from spinning, so perhaps a little less effort than against him?

I’ve looked at the anime for extra info. Goku says he’ll show his “reserve strength” and starts to charge a Kamehameha before Metallic’s batteries run out. What you guys think?

Idk about that, the narrator makes it sound as though Goku’s prior KHHs we’re all on the same level after he blasted Buyon.
