How much ki did Cell take from Piccolo?

He made no motion to remove the weights when he had a chance to, and still said he was far more powerful than Cell. If he lost that much ki Cell could have blitzed him before he had a chance to take off the weights, yet he didn't feel it was necessary to do so.
