Here's a write-up I wrote:

Hit's strength was so inferior to Vegeta Super Saiyan God Blue that it was stated that Vegeta could take him out in one hit, but it was his Time Leap that made
the difference in their fight. So we've established:

Vegeta SSJG Blue > Hit

But Vegeta still lost. Not due to his strength level, but how much quicker Hit was. Then Goku stepped up and turned Super Saiyan Blue, and he did exchange blows with hit, but Goku was only trying to convince Hit to use Time Leap because he wanted a challenge. Afterwards, Hit seems to do a power-up, but it's not explicitly stated that he powered up, so he remained at the same strength that he was before-hand, the difference? His Time Leap increased. As you can see from when Hit and Goku exchanged blows, he tried using his Time Leap, but it didn't work. Goku states that Hit didn't power-up at all. Therefore, Hit's Time Leap increased, but it still wasn't strong enough to win the bout'. Even though Hit was faring better after his power-up, Goku still had the advantage, but only because he was a little more serious this time because before-hand, he wasn't serious at all. Therefore, Hit's power did not change, despite him appearing to power-up.

Then we have the first scenario where Hit manages to get the better of Goku, only because his Time Leap increased, but not his power.

Now, Hit does state that he gets stronger by fighting, but Whis and Vados state that he hasn't changed at all. Only his TIME LEAP increased, not his power. To solidify this, Hit continues to state that only his TIME LEAP increased, so he's still at the strength level that he was at beforehand, but he's much quicker.

Think of it this way, if a punch is coming at you and you can withstand, imagine a punch coming at you at twice the same speed but with the same force. It will Hit (haha) you much harder then beforehand. So even Goku's comment about Hit's punching power increasing can easily be explained by the fact that Hit is moving at a much faster pace.

Even during the grand finale when Goku shot his Kaio-Ken x10 Kamehameha at Hit,all Hit said was 'I avoided it'. So it's not about strength, Hit is not actually that strong, it's about his reaction.

Never once does Hit state that his power increased, only his Time Leap, and that is what Hit is all about. He may be much, much, much weaker then Vegeta or Goku -let alone Goku Kaio-Kenx10, but his reaction is at such a level that he can compete and defeat battle powers greater then his own.

If there is something I'm missing, please tell me in the comments below.

I thought it was said somewhere that his attacks were also getting more powerful?

I covered that. His speed increased his punches. Think about it, someone hits you at 20k whereas someone hits you with a punch at 40k, whose going to have the harder punch? Despite both of them packing the same amount of force.

Then wouldn't you say he got stronger? Speed should be included with your total power.
