Will he be even more powerful than UI Goku (Chapter 70 of the Manga)? I mean when Whis fights UI Goku and tells him that Whis' UI is superior to Merus' UI.

If that is true, it would mean that: Angel Merus > UI Goku (Manga Chapter 70) > UI Goku (Arc Moro) = Angel Moro = Merus (Non-Angel Form).
