How powerful is Pell?

Assuming Kaioshins are the same in both anime and manga, SSJ2 Gohan (Cell Games) > Base Trunks ~ Base Goku > Every Kaioshin.
I think Pell is the strongest Kaioshin (Weakest is either Shin or the U3 one with glasses), but he’s FPSSJ level at best. Cell Games Goku maybe?

Present Zamasu >>>>>South Kaioshin >>> Present Zamasu (Suppressed vs. Kibito) > Combined Power of the 12 Kaioshins > Pell > Kibito (Arc Zamasu) >= Kid Boo >>> Kibitoshin >> Kaioshins >>> Gowas > > Goku SSJ (CG) = Shin (DBS) >>>>>>>> Gohan Base (TB25) > Kibito (Post Fusion) >>> Shin (Pre Fusion) >>> Kibito (Pre Fusion) > Frieza (100 %Namek).
I remember CC said that Buff Boo's power = South Kaioshin + Kid Boo.
Present Zamasu was completely contained when fighting Kibito and bested him with moderate ease.
Which made Shin comment that perhaps not even the combined power of the 12 Gods could match Present Zamasu (Suppressed), however I find it hard to think that Kibito is stronger than the 12 Kaioshins, so I decided to put him just below Pell , who is by far the most powerful Kaioshin. The combined power of the 12 Kaioshins barely exceeds the power of Pell.
In some guides it is mentioned that Goku SSJ (CG) = Shin and Kibito rivaling Gohan Base (Boo), it seems to contradict itself in the same Arc Boo, but I will take it as a redcon and make them that powerful when they separate from Kibitoshin.
Lastly, Present Zamasu thought that between Kibito and Shin they could defeat Majin Buu (Surely he was referring to Kid Boo) and as we know, Kid Buo is a difficult enemy to kill due to his extraordinary regeneration and Shin's power is not relevant to him. Kibito's power, that's why I have Kibito (Arc Zamasu) something more powerful than Kid Boo.
