I've raised him. I use to have him really low (like weaker than SS2 Gotenks low), but I've decided to give him more credit as of recently as I prefer to give him bigger gains from training with Oob than from fighting random villains in space.

Because I have BoGT Goku > Gotenks, and a bigger base to SSJ3 multiplier for the former.
