Likewise, it would make sense for the Kaioshins to be capable of making powerful Ki attacks like the Kamehameha since they aren’t a fighting race at all.

I'd peck him at around kid Boo's level, likely somewhat stronger due to Kid Boo needing to absorb him, with the use of the "somewhat absorbed" by Kaioshin likely implying Kid Boo hadn't the battle won when he resorted to that. Maybe at SSJ Gotenks [pre RoSaT] level or so sounds pretty fair.
