To be fair if Boo hadn't absorbed all of The Allies, perhaps he wouldn't have fooled around or been cocky. Vegeta wanted to free them, so he had to piss Boo off enough to force him to absorb him.

It's a possibility. I don't think it's likely, though. He still did transform right away in the manga.

I go Boohan > Base Vegetto >= SSJ 3 Gogeta > Bootenks.

It's a pretty tight squeeze but I think it works.
