How strong is Chi-Chi in the 23rd Budokai?

It also makes more sense of the sources that have Yajirobe > Chaozu after Kami's training if he is above 50% Piccolo Daimao. Yajirobe took the training the least seriously and nearly reached a 1,000 battle power. It's better if he began the training stronger..

Yajirobe had wicked potential yo. When we first saw him, he was on par with post-22nd Budokai Match level Goku despite no training under any known masters.

It makes sense he's stronger than mime boy who is a historically untalented fighter.

I've Chi-Chi, Chaozu and Yajirobe all with a 90 BP by the 23rd Budokai.

Would you say chi had become the norm by the Piccolo Daimao battle enough that old Piccolo's less than half power should be taken linearly to the battle power system?
Probably not until Z, considering most of the cast couldn't sense Ki during Part 1. It seems arguable if Piccolo Daimao can do so when considering he needed Pilaf's systems to locate people like Galu or locations like Central City, so it seems unlikely he'd use Ki as a measurement. You can say the same about Freeza measuring his percentages, but at least we know the Freeza Force measure using Ki/battle power, whereas it makes sense for Daimao to think in more Earthling measurements such as physical strength, energy values, etc.

No? He didn’t expect to lose that easily because there’s only one guy he knows who’s on Piccolo’s level. Saying he has to be > old Piccolo to join the tournament is like saying you have to be better than Lebron James to play Basketball.

Huhh but I don't think he wanted to get his ass kicked by Goku either.
