Kuririn is still the strongest human in ToP promos, and he was losing to a semi rusty Base Gohan. I think the humans are all around 50-70% Freeza level, but in a fight they could win via skills. Possessed Roshi also beats up Tenshinhan so Roshi is #2 now.
He can’t fly, but he has his pseudo UI and can dodge Jiren even if he can’t do anything besides that. Toriyama once said Roshi is as strong as he feels like being, and the pseudo UI shows it.
