It is very interesting to debate this. Perfect Cell easily humiliated Vegeta ASSJ (Grade 2); however, Vegeta was completely confident that if he trained again in the Room of Spirit and Time, he could destroy Cell without any problems.
Vegeta states that he would train for 8 days in the Room of Spirit and Time and that it would be extremely easy for him to defeat Cell, until Piccolo tells him that the Room can only be used for a maximum of 48 hours, which means Vegeta could only enter for a maximum of 23 hours. Even so, Vegeta believes that this is more than enough to defeat Cell.
Later, when Goku and Gohan leave the Room of Spirit and Time, Goku goes to visit Cell. Afterward, Goku returns to Kami’s Lookout and comments that if Cell were to use all of his power, he would not be able to defeat him. Then Goku shows 50% of his power to Korin, and the Z Fighters believe that this 50% is possibly his full power.
Vegeta trains for a second time in the Room of Spirit and Time and believes that he will win the Cell Games.
All of this makes me think that Vegeta expects Perfect Cell’s maximum power to be only half of the power he used against Goku, and that Vegeta surpasses that power.
Assigning random numbers:
Perfect Cell (suppressed against Vegeta) = 30
Goku MSSJ (50%) = 50
Goku MSSJ (Vegeta’s estimation) = 50
Perfect Cell (Vegeta’s estimation) = 55
Vegeta SSJ (Cell Games) = 57.5
Goku MSSJ = 100
Perfect Cell (suppressed against Goku) = 110
Vegeta felt superior to everyone, until Goku used all his power and Cell powered up.
Did anyone besides Vegeta think that Vegeta would win the Cell Games?
