How strong is Pui Pui?

It's like if an ant gets ran over by a train and then a beetle does. Hard to tell which was stronger.
Top end 2/3rds of Base Vegeta. The way he dodges Pui Pui is like Goku vs Burta and Jeice. Maybe Vegeta dodges a bit more easily than Goku does, since he's also looking into Pui Pui's eyes while doing it, which seems a little harder to do.
The speed blitz could be like Goku vs Burta/Jeice too, since he seemingly teleports behind them. There's Goku vs Nappa (suddenly standing on top of Nappa), which was an even bigger gap than 1.5x. Spectators who couldn't keep up with Goku's speed at the budokais could have a different gap (eg if Roshi couldn't see Goku and Tien. That example is a little different since Roshi can sense ki to keep track of things whereas Nappa, PuiPui, Burta/Jeice all rely on eyesight).
The blast destroying him instantly is hard to think of an equivalent for. Nappa's blast didn't do that to Piccolo, but Piccolo had a chance to prepare himself to take it. Piccolo killing the saibaman was similar I think - totally obliterated it I think. Maybe Piccolo's blast is like 2500, so a 2x gap. Gohan's masenko was 2800 and was something that stung Nappa a little when he knocked it away, Piccolo catches Nappa off guard from behind with a blast and it doesn't do much worse than the masenko despite being unblocked. Not sure if Krillin obliterated the Saibaman too.
So many at least a 2x gap, based on obliterating him. But it could still be 1.5x during melee and then Vegeta amped his ki for the blast.
Low end idk.
Babidi considered Piccolo too weak so had Dabura turn him to stone. So then he must know the saiyans are stronger than Piccolo, either in base, or in SSJ if he somehow could sense dormant power. So I'd think Puipui is stronger than Piccolo, otherwise it makes no sense to send him to fight the saiyans who he knows are stronger than Piccolo.
But then there's no way I can imagine Base Vegeta doing that to Piccolo, because they were going to be rivals in the tournament, plus the base kids struggled with A18, albeit handicapped in a costume and Piccolo is stronger than A18.
So Puipui has to be weaker than Piccolo, in which case Babidi is stupid for sending him.

Multiple times weaker than Vegeta most likely. Base Vegeta is probably around or a bit weaker than Yakon, who is multiple times stronger than Pui Pui. Any feats Pui Pui might seem to have is only because Vegeta wasn't trying at all.

There's no way Vegeta does Piccolo like that. Piccolo thought he could compete to win the whole tournament.
