So the low bar is Bora, but the high bar is probably Android 8 tier or beyond. I put him between Goku and Tao Pai Pai personally as of now, that would be the high end.

So remember this, this dude absolutely dwarfs Bora. A guy who seems completely untrained. The literal king of the world having his top guy being above Bora makes sense.

Agreed. I have him even above Android 8, I think this dude is a supreme beast and I want to big him up but I may be overhyping him a tad.

It's possible he could be close enough to give Tao a fight. Think about it. Tao is an assassin who could be hired to take out the king. He'd need ample protection from that, and Tao is a well known threat.

That's the narrative angle I'm taking. The King's Guard is the antithesis to Tao. Obviously Tao is an aberration and he's too much, but this gives a write-off character some cool lore.
