How strong is Yamcha (BoZ)?

I'd agree they're not quite there yet. I just find it to be a stretch for Yamcha to pretty well not improve since the 23rd.

I think he did improve. Moderate gains. 88/100 or so according to my numbers. Kuririn seemed to have improved more judging by the larger distance he had over Yamcha.

This quote you posted just got me thinking tho... Goku's post Choshinsui speed isn't normal to Kuririn and Yamcha... wouldn't that imply a pretty considerable gap? Imagine something being beyond belief. With this, I wouldn't even be surprised if someone places 23rd Yamcha on old Piccolo Daimao's level or so.

Not necessarily. I think the gap you have between Krillin and Goku is fine. That's nearly a Vegeta vs Dodoria gap in my books, and I doubt Dodoria thought Vegeta was "normal" at the time. Besides, that statement was only made after Tenshinhan made a huge jump in speed.

They were including Goku though, who still hadn't made a jump in his speed.

How do you take Kuririn and Yamcha being able to follow initial Goku and initial Tenshinhan's movements? I think the ~40k Ginyus couldn't follow ~60k Goku, so that could sensibly indicate Kuririn and Yamcha are more than 66% of initial Goku and Tenshinhan, almost officially?

Sure, which is why I think they shouldn't be all that far from initial Goku and Ten. They were somewhat able to track Tenshinhan after he increased his speed.
