How strong should the weakest ToP opponents be?

Not how strong they will be, how strong they should be.

I think the absolute bottom of the barrel should be Base Goku's level, and the humans should be haxed to be useful if they're going to be in the tourney. Honestly, most of the opponents should be at least SSJ-tier considering Goku has four more forms after that (seriously, pretty soon he'll have more forms than Chopper at this rate). This would be a lot more believable if they hadn't made base Goku dozens of times stronger than a Super Saiyan God.

Seriously, TOEI, sometimes I want to find the person who does your power scaling, cut off his balls and superglue a scouter where they used to be.

Some universes will probably have some scrubs weaker than Krillin and Tien and shit. That's what I want to see, but I actually think they probably will go the way OP said.

If the humans are probably not going to be complete jabronis in this Tournament (hopefully), my guess are the absolute weakest will be around DBS Roshi's level. There were only several outside of the Z-Senshi and Gods/Kaioshin to be much higher than 10-20k after all, so it'd make sense for the absolute weakest in this Tournament to be oneshot material to anyone who's even semi-relevant at this point.
