How strong was Android 16 expected to be?

*Android 17 says that according to his data, he is stronger than him
*Android 18 offers him to test in a fight with Vegeta (although she lacks of knowledge of Vegeta's strength)
*Android 17 wants him to help if the rest of the Z gang plans to fight Android 18 (he just know that Vegeta has gotten stronger than he should be and lacks of knowledge of the rest)
*Android 17 claims to be stronger than him once again saying no power rival his own
*Piccolo believes that he can't match the three androids together

At the very least stronger than SSJ Vegeta, who they should have expected to be above SSJ Trunks after tanking his blast. When 16 was released the androids stressed that the infinite energy models were vastly superior, I’d guess they thought 16 would be around their level.

Considering 17/18 were introduced as the main threats, I don't think the reader was supposed to think Sixteen surpassed them. In the best case, the reader was supposed to think he's weak but has some special power, like Chaozu's telekinesis.
