How strong was Grade 2 Goku (Pre Rosat)?

Really no way to tell. All we know is that Grade 3 >> initial Semi Cell for sure.

How are your gaps?

Gohan said Goku could defeat Initial Semi Cell easily with that form, so SSJGr3 Goku must be about FP Semi Cell level. Semi Cell is 2-2.5 times stronger than Sixteen, and that's the boost I give to Grade 3.
