Freeza was never noted to make any power-ups until he fought Vegeta, so how strong do you think his suppressed level was?

Probably still above Kaioken Galu (vs. Ginyu) and Vegeta (post-Reacoom, pre-nap :troll ). The narrative supports him still being the strongest character on Namek until Vegeta did his 500K power up when he went to full power.

Agreed, he's still easily the strongest fighter on namek before the fight with vegeta.

Is he stronger than Vegeta after his nap zenkai? He seemed to be above pre Nail Piccolo by a large amount, and Vegeta was still hesitant to fight Freeza unless he had Gohan and Krillin backing him up. I know that would mean he had a minuscule power up, but Vegeta lacked confidence in beating him on his own.

Vegeta knew that Freeza could still transform, so he wanted as much help as he could get, even if he could hold his own against Freeza's first form.

I usually put his suppressed state at around 300,000.

Piccolo actually wanted to take Freeza head on. He’s weaker than Piccolo.

Piccolo wanted to take him on until Nail made him realize that he was being delusional.

Exactly. Piccolo thinks he can take on Freeza until Nail, who actually fought him and knows his power, called him out on it.

Why would Nail say Piccolo had no chance if he was stronger than Freeza? Freeza did say he wouldn't use his full strength against Nail but then went on to say he would only use his left hand. For all that Nail knew, that was Freeza's maximum ki level. He thought Piccolo wouldn't be a match for the Freeza that he fought.

Kuririn knew how strong Cell was just by being swatted away. Fighting someone gives you a better insight on their power, even if it’s a one sided beatdown. It also helps that Freeza flat out stated both their power levels and said he’d hold back.

The real question is, how could Piccolo expect to beat Freeza when even Freeza’s suppressed power dwarfs his? Nail knows something Piccolo does not. That’s why it takes his word to talk Piccolo out of fighting.

Battle powers don't have any relevancy to someone who isn't familiar with the system. Freeza told Nail he'd only use his left hand after saying that he'd hold back, so Nail could've taken that as Freeza holding back.

The example with Krillin is more relevant to this situation and I'd be willing to go along with that.

Piccolo wasn't thinking logically. He was thinking of saving Gohan first and foremost, and he'd also gotten arrogant about his standing:

Chapter: 293 (DBZ 99), P4.3
Context: Piccolo talking about wanting to fight Freeza
Piccolo: “My power has vastly increased here! I’ll definitely defeat him! Call me to that planet!”

It wasn't until Nail made him face reality that he realized it was a lost cause to go there as he was.

Chapter: 294 (DBZ 100), P2.2
Piccolo: “I feel an outrageously large ki far away…! Is th-this the monster called Freeza…!? There’s three huge ki close by…! That must be Gohan and the others…!”

I think Piccolo referring to suppressed Freeza as a monster puts him above Piccolo.

Given the frequency in which statements like “half my power”, “many times stronger” and such are said, I doubt it.

And Cell didn’t even use his hands to beat Kuririn, but clearly that’s not what he meant when talking to Trunks. Any good fighter can tell if a for is holding back. Even Freeza can tell Goku was withholding the Kaio-Ken, and he can’t even sense Ki.

Hm, that’s possible. In the statement Ryan posted you can see he’s stuttering when talking about his Ki, and Piccolo did sense his Freeza’s power up:

Chapter: 294 (DBZ 100), P14.1
Context: as Freeza powers up
Piccolo: “That large ki has become even more absurdly large! Is this ‘Freeza’ finally starting to move?!”

So he was indeed being delusional, regardless of how he compares to Freeza. This is like when he wanted to save Gohan from Cell in the Cell Games.

@Diamond Ryan he’s not referring to Freeza’s power when calling him a monster though. But saying his Ki is outrageously large works to the same effect regardless.
