You are completely underestimating just how much more powerful Young King Piccolo is compared to the Old.
And remember, everyone at the 23rd Budokai is somewhat comparable to the Young King Piccolo, not the Old.
The Old King Piccolo is a complete nothing by the time the 23rd Budokai comes around.

Yeah upon rereading it, it's hard to view it any other way. Piccolo is instantly raving about his overflowing power despite only being at ~40%. Though I guess you could still argue the gap could be smaller. Piccolo loses lifespan when he accesses full power, so his new 40% exceeding that level could be enough for him to react this way.

Kaioken is said to be several times stronger than base. So a 2x gap is fine or even 1.5x imo.Did you get a power-level list by getting the chain to be:
Tambourine > Cymbal > Kuririn in power
Tambourine is said to be several-times above Cymbal.
Kaio was speaking about the 2x boost though, he never intended for Kaioken to be beyond that.Kaio-Ken can make you several-times more power-full. Above double. 1.5x is not double l0l. It’s just half a boost.
