The ToP arc is fucking bad. That much cannot be overstated. But if you were to make more sense of it, how would you improve it to make it make an iota of sense?
I'll just sort out the corrections by character since there's not much plot going on in the tournament beyond a series of asspulls in the original:
Galu: Firstly, I'd have him not have CSSJB at the start, and Vegeta is instead the one who used it in the previous arc due to his greater training experience with Blue. He however unlocks it at the beginning of the arc through a rematch with Beerus, and he says he's pumped up to ascend to the next level. In regards to him unlocking UI Sign, it's gonna be a load of bullshit no matter how you slice it so let's say that he's already aware of the concept of UI through talking with Whis, and tries to utilize his previous masters' teachings prior to Manly GAINZ Roshi showing how it's done, and it's only due to the combination of his body being pushed to its absolute limit due to CSSJB Kaioken and his mind letting go of earthly attachments in a moment of pure desperation that he unlocks UI Sign.
Vegeta: Just make his unlocking of Blue Evolution something more along the lines of refusing to let his newborn daughter be erased rather than character regression and an uncharacteristic bond with Cabba whom he only met a few times.
Gohan: Let's say that Piccolo sealed all the 7 regenerated Cell Jr.s in Mafuba bottles, and the two trained with them and Goten and Trunks in the RoSaT, allowing him to break past his limits again and again and reach CSSJB tier, and that he broke yet another wall due to struggling with Kefla.
Piccolo: Not much to change besides making sure he isn't defeated like a faggot by that bug.
#17: Have it be revealed that he occasionally visited Capsule Corp. and Roshi's Island, acquiring gravity chamber technology to train in his days off. And also add that Gero added extensive knowledge of robotics and machinery to his files, allowing him to amplify the gravity levels to staggering degrees to explain how he's so strong.
#18: Just have it be said that she joined in on #17's training sessions now and then.
Kuririn and Tenshinhan: Have them sit this out since they contributed essentially nothing in either continuity.
Roshi: Let's say that Lunch followed him to Capsule Corp. in search of Tenshinhan, and this was during a visit by the Rou Dai Kaioshin. Roshi make a deal with the pervy geezer to unlock his potential, which in turn gives him pseudo-UI when his mind reaches complete placidity due to the godly attributes of the Kaioshin potential unlock. Also add that he trained in secret afterwards.
Freeza: To give him more of a reason to be added, let's have Beerus Hakai the sleeping Boo in rage. Just have Boo restored through #17's wish, and also add that time passes more quickly in Hell to allow for maximum torment, giving Freeza more time to train himself through mental imagery.
Goten and Trunks: See the above section for Gohan, and also have them attain SSJ3 or something unfused, or perhaps Future Trunks' fully powered SSJ2 form in the RoSaT due to their haxed potential. Also make Gotenks somewhat relevant to big players like Toppo or at least Dyspo (who's more like his anime self than his nerfed manga self).
Jiren: Mostly follow his manga characterization, but have him overcome both a tag team of Galu and Vegeta and later a tag team of Freeza and Galu before they barely manage to ring him out, allowing him a stronger incentive to learn the value of trust and teamwork.
Kale/Caulifla/Kefla: Not much to change, but maybe have Caulfla's "prodigious skill" be noted through her already having mastered SSJ soon after attaining itwithout that bullshit SSJ2 back tingle unlock? Also have it be stated that Kale's movements are predictable due to her mindless nature rather than it being implied that she suffers rapid speed drops and shitty stamina, since DBS Broly doesn't suffer those drawbacks at all. Also remove that weird power chain of Kale being semi-relevant to CSSJB tiers and it being implied Kefla is barely a boost since that's gay and balls.
