I have the belief that Goku training in the gravity chamber caused his speed to increase even more than his power.

That's why maybe Goku Base was faster than Captain Ginyu.

Wouldn't that make Vegeta faster than everyone at equal levels as he trained in far higher gravity?

Goku has always been a fast guy. Vegeta and Piccolo had commented on his speed before, and Goku always has superior speed compared to his opponents.

Ginyu did say that Goku's body was faster than his own after taking control of it.

Yeah, Goku's body was naturally faster than Ginyu's. Goku did say he felt "light as a feather" after finishing his gravity training.

Guess Vegeta is indeed pretty fast too since the guy is pretty much addicted to gravity chamber. Not enough that it ever made a difference in fights though.

Funnily enough, one of the recent DBM Chapters had SSJ2 Vegeta showing speed on pair with a with much stronger Cell.

Ginyu did say that Goku's body was faster than his own after taking control of it.

That was a way for the author to hide from us the fact that Ginyu could not access all Goku's power. In universe, it can be attributed to some sort of placebo effect.
