If Enel gets Haki

[SSJ2]

If Enel were able to learn about Haki - adding to his observation powers, and returned to the earth, how powerful would he be currently? Aside from Luffy's natural advantage over him, his powers are pretty hax. Where do you think he would place in a 1v1 fight with someone? Doflamingo level ?

[Captain Cadaver]

His strong lightning attacks such as Raigo are already City level, with him possibly being Island level given his destruction of Birka (though we can't say that for sure when we never saw how large Birka was). Comparing that to other OP characters and assuming his Haki training would result in a speed buff to correlate with his power (since lightning speed has been old news for the most part since Kalifa dodged lightning in Enies Lobby), he might end up getting to Ace's level or so at most.
