If Ginyu body-swapped with 3rd form Freeza (or any other non-ki-suppressor) would he have full access to his power?

Ginyu didn't have full access to Goku's non-kaioken power. Is this because Goku can lower his PL, meaning his body's PL isn't fixed and has to be manually accessed? Freeza has a fixed power level without much ability to suppress it, so would the full power be accessible to Ginyu since the body is used to being locked into one PL?

Probably. Goku’s body was apparently the first time he’d ever run into this issue.

Goku isn’t a standard ki user, so that’s what affected Ginyu.

Ginyu can typically bring out peoples full power

I think he can control other mutants like people in the Ginyu Force and most of Freeza's army but will have trouble with people who gained their power purely through training like Goku or Kuririn. Their Ki control would be too advanced and the mechanisms of their body too different. Zamasu ran into a similar issue, Goku was too physically different to him and hsd gone through radically different training to him , a Glind/Shinjin.

Is there any manga-based reason you think this? Cell, Piccolo, Gohan, Goku have all experienced sudden and unfamiliar powerups, but still been able to control their power immediately afterwards.

Freeza himself couldn’t control his power. He had stamina issuee at 100% and said he had transformations to control himself.
