If Goku and Piccolo capped at 400...

As given in the scouters, Goku and Piccolo seemed around the 400s mark and it's kinda a stretch, though it'd make more sense of things, to assume their overall level was way above that.

If that's so, how strong do you imagine Kami-Sama and Mr. Popo? Even 300 may be too big for Kami. Though the fact Kami-Sama stated they all surpassed him after the training makes him above start of Z Ten (250) at least.

Could it not be that some had surpassed him already but others had not? I don’t remember the quote word for word but it could easily be saying that Krillin/Yamcha/Chaozu had not surpassed him before the BoZ.

Kami was definitely levels above Tenshinhan in the 23rd, but he was also weaker than Piccolo while at a fraction of his power, likely much less than half. It doesn’t make much sense for him to be 75% of Piccolo at the BoZ unless you think he trained his ass off randomly.

Well. Yeah he didn't specify necessarily that no one had surpassed him, he said that everyone had surpassed him already iirc. But it'd be also strange for Tenshinhan to be seeking training, or rather, for them to call the earthlings to train there if Tenshinhan were already above Kami-Sama imo. In a single panel we also had, Popo seemed to be dodging Kuririn kinda effortlessly and Tenshinhan was all sweating while, seemingly, looking at Kami-Sama.

Goku/Piccolo were still suppressed when they removed their weights. There is no other way to fit in the implied gaps.

BOZ Tenshinhan- 250
Mr Popo- 270
Kami- 350
23rd TB Goku/Piccolo- 500
BOZ Goku/Piccolo- 750

Well yeah but that's assuming they were suppressed. Manga-wise, in the context of the fight against Raditz, I find it kinda hard to swallow. Raditz commented their defenses were better than he thought but it's not like he perceived a high increase. When Raditz mocked their battle power post weights off, Goku's answer was with a "power isn't everything"... The thing Raditz was impressed was the KMHMH increasing up to 924. It seems the story never noted nor hint at a base level while fighting higher than 408 and 416...

Maybe the fact that Raditz stated 'add hundred more power units, and you're still no match for me' and they still had some hope of winning.

If they took it literally, shouldn't the fact they could add, according to your numbers, more than 200 power units be relieving for them?

No, because Raditz said even if they added hundred more, they'd still be no match for him.

Kami is 300 or a bit less. Popo can be Tien’s level or blow, they both find Piccolo Daimao’s power respectable despite being capable of easily manhandling it.

Kami: 280-300
Mr Popo: 225

They are capable of changing their power levels though. Raditz probably just didn’t pick it up or bother commenting (the former seems more likely).

If they could change their BP and were like 600 at the 23rd Budokai, then later at 750... Then Kami can be at 400, since that'd fit better with his gap over young Piccolo Daimao and pre training Goku.

Young Piccolo Daimao : 200
Tenshinhan (22nd Budokai) : 225
Mr. Popo : 280
Kami-Sama : 400
Goku/Piccolo Junior : 600

I don't know why but this made me lol. I don't think Tenshinhan looking at Kami means anything. Kami is standing there with his hands behind his back, doesn't appear to be fighting at all. Maybe Kami was critiquing Tenshinhan's form or something. Yajirobe is also sweating from meditating so maybe it was just hot up there lol.

I think Raditz says either Weighted Goku or Piccolo has the largest BP in the world. Not sure if scouters can pick up the Lookout though… I vaguely remember something about Kami’s magic intercepting planes and radars.

It likely can't as when Bulma was reading the largest powers around the world she did read Kuririn's, Yamcha's and Tenshinhan's but not Kami's nor Popo's.

In the panel with the sparring, Mr Popo was dodging Krillin's (PL 206) attacks effortlessly, so he must be at least 270.

Lulz. But Yajirobe was meditating and Yajirobe is impatient with those things so I bet he was just thinking in eating something and was kinda off in having to remain that way. Ten seemed more serious while Kami seemed collected. I don't even know if he's looking at Kami or Popo but it does seem like looking at Kami, who was casual. I think Kami was training him and Tenshinhan wasn't up to the task yet. Maybe the temple was hot and the air pressure hampered Ten's abilities but Ten is also more used to more extreme conditions so I think he'd adapt quickly.

Edit: I think Kami also saying there's nothing more him or Mr. Popo can teach them after the training and the fact he had been surpassed ought to mean something. That they were in a position to train them beforehand. According to the official levels, Kuririn wasn't so below Ten... I think Popo dodging him casually plus the Tenshinhan struggling with the training would add to Kami saying there's nothing more that can be taught and that they have all surpassed him. I don't think this was exclusive to some fighters considering that, seemed to me more like pertaining to the group in general.

I think also saying Tenshinhan dedicated the days under the strict training of Kami-Sama,with later on Kami saying there's nothing more he or Mr. Popo can teach them as they have surpassed him also ties back to it nicely... Once Kami was surpassed, the training had no longer a purpose, but before it, Tenshinhan dedicated his days to the strict training of Kami-Sama, with the visual also implying the struggle while Kami seemed more in the role of teaching them how to improve and then surpass him to the point he had nothing else to add.
