Though I do have Base Saiyans > Kaioshin, it's hard to fit Kaioshin/Kibito into the power scale here. All Dabra said was that their energy wasn't usable, that doesn't really say anything about their power. Also it seems as though Dabra is basing his estimations on something other than the ki they were displaying, since every one of the Z Senshi was suppressed to zero. Since Dabra was able to discern that those 3 were the strongest, it's irrational for that quote to be referring to their suppressed state.

Well, whatever Dabura sensed from those 3 still made him confident enough that Pui Pui would be enough to take them down, including Kaioshin.

To be fair, he was only concerned about Vegeta facing Pui Pui alone, which is understandable when he had yet to show any feats to Shin and his general mannerisms would make him at best equal to Goku in Shin's mind from what there was to deduce.

To be fair, he was only concerned about Vegeta facing Pui Pui alone, which is understandable when he had yet to show any feats to Shin and his general mannerisms would make him at best equal to Goku in Shin's mind from what there was to deduce.

It's still ridiculous after Galu and Vegeta made light of Dabra, and this was after Kaioshin witnessed SSJ2 Gohan's power. So he should have deduced that Pocus < Dabra < Vegeta < Gohan at the least. An underling like Pocus should have been assumed to be trash from that alone.

Vegeta and Goku didn't fully go into their confidence against Dabra until after Pui Pui was killed though, so up to that point, he could've seen Galu finding defeating Dabra a simple task to just be him severely underestimating the Demon King.

Vegeta does reiterate his claim when he sees Gohan fighting Dabra, so unless you think Vegeta specifically meant his fighting ability later (What the anime does support), he was just jumping to the conclusion with Budokai Gohan.

Alternatively, some people do believe Gohan got a zenkai from Yamu and Spopovich sucking him

Resting ki can still be used to judge overall power IMO. If you had a resting ki of 5 last time and now it's only 3.5, you're either suppressed or weaker, and in Gohan's case it would make sense for it to be the latter.
