He powered up in the next chapter against UI Goku and it wasn't stated he was going beyond his limits like his anime self, so he was clearly holding back somewhat in his power up at the end of chapter 40.

Yes. Jiren confirmed he was the strongest opponent other than UIO Goku.

Kuririn stated they'd be fighting seriously, but that was contradicted in chapter 41 which was the first time Jiren even displayed an aura. Kuririn shouldn't have been able to sense Ultra Instinct Goku and likely not Jiren either, so his statement doesn't mean much.

You're right. What he used on UIO Goku was likely his full power and what he used against Goku's true Ultra Instinct form was likely beyond his limits. Then again, Whis only mentioned his attacks became faster and not stronger, so it'd likely still be his full power regardless.

Now, it is arguable how strong Belmod is compared to Beerus, but his performance in the battle royale presented him as at least being top 3 amongst the Hakaishin and I don't see a major reason to contradict the anime's chain of FP Jiren > Belmod > Beerus manga-wise.

In an actual fight though, Beerus would probably win with Sphere of Destruction against FP Jiren seeing as how the other Hakaishin treat it as something that would have a good chance of instantly KO'ing them. Beyond Limits Jiren would easily dodge it though.

  Perhaps in DBS the difference between Whis and Beerus is greater than 1.5x, considering that MUI Goku is like 1.4x Beerus. Broly will overtake MUI Goku and I do not think Broly will reach the level of Whis.

CC, I was watching Jiren in Chapter 41 if he made 2 power increases. The first at the beginning and then when faced against MUI Goku.
Apparently MUI Goku was somewhat stronger than Jiren (FP) and much faster than the latter, due to the reactions of the MUI. Jiren then became furious by reaching More of Los Límites and increased his speed (electric beams came out).
