He was thinking about the following, Shin wonders if Vegetto surpassed the power of Beerus, after seeing how powerful Vegetto SSJB is.
As for Broly, Goku only knew the true power of Beerus in the Manga, when the Gods of Destruction clashed. Goku only comments that Broly could be stronger than Beerus in the Movie. Movies continue the Anime.
So apparently Shin and Goku when making comparisons with Beerus, were only speculating his true power.
Another important point to touch, is that it seems that Beerus is much more powerful compared to his counterpart who faced Champa. Perhaps Vermoud in the past was superior to Beerus, but the latter greatly increased his power since then (it is just comparing how Beerus went from being on the same level as Champa, to being the strongest God of Destruction along with Quitela).
If my theory is true, the string should be:
Beerus = Quitela = Merus> = Gogeta PSSJB (Arc Broly) = UI Goku (Current) = UI Moro >>> Moro (OG73I) = Vegetto SSJB (Arc Zamasu)> = Broly LSSJ (Arc Broly)> = Beerus (Speculation of Goku Anime and Shin) = Beerus (Past) = Champa> = UI Goku (ToP)> = Jiren (Beyond Limits) >> Jiren (FP)> = Vermoud.
