So...

Initial Evolution Cell > Imperfect Cell + Piccolo ( Weighted )

Later, Cell mentions how he overdid the absorption and got too strong...


Cell ( Post Absorption ) > Initial Evolution > Cell + Piccolo


This is actually a huge deal in terms of power scaling.

Your conclusion is too arbitary. To me, it seems a direct power statement. At this point, by ''perfect form'', he
could just mean his initial evolution. I mean, after his exchange with Piccolo, he said ''even considering i'm
not in my perfect form yet, you're not bad''. Why would he use his 3rd form as a measure of comparison here,
if this version Piccolo can not even hold a candle against his much weaker forms? He obviously meant
completing his growth at his 1st form, which would be more than enough to stomp the Piccolo he faces at
that point.
