Well, Android 13 was considered to be the strongest android, and since Android 16 was exactly to my imperfect doppelganger, and this is a transformed state of his then I see no reason for why he should lose.

That's a rather entertaining thought, and all. But they were stated to be exactly equal. And even if my imperfect doppelganger was slightly higher than that Android 16 it doesn't really matter does it. Android 13 was not only the strongest android, he's now in a transformed state.

He went for tricks to get an advantage over Cell. Cell managed to knock-down Cell and #16 in desperation tried a surprise-attack. Even his strongest move couldn't permanently damage Cell and #16 knew it.

Yeah, I'd say there's a good 95% gap between them. Definitely not 94% though. That's way too big.

16 KOs Cell with his rocket punch, does a bunch of damage to Cell with his Hell's Flash, and states that Cell took a bunch of damage from that. 17 concludes that 16 is even better right there in the same fashion Vegeta does when he says Piccolo > 2nd Freeza. Cell then suppresses himself and decides to forgo his fight with 16 and immediately absorbs 17.

I think 16 has a minimal advantage on top of his unlimited stamina, Cell couldn't be bothered trying to finish 16 as he was.

Do you have the quote from #17? I don't remember that. I think he just said that must be it or something.

In a head-to-head, fist for fist fight Cell seemed to have an advantage. From what I remember anyway.

There's no real fist brawl in the manga like the anime, the whole sequence is pretty fast. I misremembered the 17 quote too.

16 and Cell collide with their heads. Cell punches him in the face and then pokes 16's neck with his tail.

16 grabs him by the tail and slams him into the ground. He then proceeds to rip Cell's tail off.

16 then charges at Cell with a kick, Cell avoids it and kicks 16 in the face, chases him down and hits 16 in the face again.

16 pops up and fires his rocket punch into Cell's face, punches Cell into the ground, picks Cell back up and slams him deep into the ground. 16 then fires his Hell's Flash and everyone is left standing there in awe.

Is that not an advantage? I mean the way you described it makes it seem that way to me. Cell got his tail ripped off, yet was able to evade #16's kick and beat him to the punch and to the ground. #16 then goes for a surprise attack, instead of another direct face-to-face confrontation and even that didn't harm Cell too bad.
