Implication that Cell is less than 50x Freeza?

In the Super manga, we see Goku soundly oneshotting Freeza in SSJ (in his image training)... and then he repeats the same process against Cell, also in SSJ. The fact that the same transformation was needed to defeat both warriors shouldn't imply Cell's less than 50x Freeza? Otherwise, why'd Goku use SSJ and not base to outclass Freeza?

Assuming the SSJ is kept at 50x base there, of course.

I don't take that sequence seriously at all. 100% Freeza, Perfect Cell, and Pure Boo are not all within 50x of each other.

It was just image training. To build up hype for Beerus, I imagine.

Whilst I agree the image training can be used as evidence for Goku's strength, since the whole point of it is to estimate how an actual fight against the opponent would go, I don't see it as being solid evidence of Goku needing SSJ against Freeza, seeing as how he was facing the three opponents in too much of a rapid succession to spend much time in a vastly weaker form.

But Freeza is stronger than Goku's base form according to Beerus in the manga as well right?

Beerus makes no statement about how Base Goku compares to Freeza in the manga. He only mentions Freeza once Goku went SS2, so bringing up Freeza in general is fairly redundant manga-wise.
