I have to say that I don't really understand why Zamasu is included in some rankings, since he's not a mortal. While he might not be an official Kaioshin, he's still a Shinjin, making a God, one higher on the pecking order than King Kai or Kami.

The narrative still paints him as being more akin to a mortal than a God in terms of stature on the pecking order with Goku pointing out his hypocrisy, not to mention his fusion being made up of himself and a mortal's body. By Super's logic, it seems as though anyone who isn't a Hakaishin or higher can't be considered true contenders as non-mortals, given how those with God Ki such as Goku, Vegeta and Toppo are still treat as mortals despite their Ki's quality being fundamentally no different than that of lower Gods, if not superior.

No, Zamasu is still definitely a god considering Beerus and the others consider Galu a human while calling him an apprentice Kaioshin (a god), and called Future Zamasu a god that should be spreading peace and harmony rather than mortal scum. He would still be technically allowed to compete in the ToP since he's not a true Kaioshin though.

I wonder. Zamasu has the same rank as Kibito, who doesn't seem to be considered a mortal. In fact, Shin (at least in the manga) brought up the fact that he distrusts mortal to establish him as a potential suspect for Goku Black's slaughter in the future, though that's more out of gag than anything else.

As for Merged Zamasu...well, this is more complicated. In the Anime, Gowasu considers him to be a God, but the fact that Goku Black has a mortal's body clearly affected his body. So, would you say that he's a "Demigod" ?

Having a "mortal body" doesn't seem to mean much given that all Hakaishin and planetary gods were mortal at one point, although at the very least he's not pure Shinjin anymore.

Wasn't Zamasu supposed to defuse after 1 hour because he wasn't an actual god? They fused at a 'molecular level' or whatever due to it being 2 Zamasus.

Due to not being an official Kaioshin, not because he isn't a deity. Kamis and Kaios are still considered gods.
