I think we've overrated his power. Vegeta made his whole agenda on the idea that he could probably have handled Buu if need be. Vegeta says Buu was about as strong as he expected him to be and talks about how he and Goku have gotten far too strong.

This to me makes it clear there's no way Initial Fat Buu rivals SSJ2 Pre-Majin Vegeta.

Now forever we've been under the influence of Gohan being a SSJ2 here and assuming Initial Fat Buu > SSJ2 Gohan, this however is a bad approach if we assume Gohan was a SSJ against Dabura.

I think Initial Fat Buu should be around Perfect Cell's level, not SSJ2 Gohan or higher level. Vegeta completely dismisses Initial Fat Buu as trash while SSJ Gohan is terrified of him. I think Perfect Cell range is probably right in the middle of those two feats. Way stronger than the SSJs and weaker than the SSJ2s.

Wait, when did the idea of initial Buu being stronger than SSJ2 Gohan become a thing? Gohan literally implies that he could handle it if he could access all of his power.

That completely side steps all of the SSJ or SSJ2, Vegeta being SSJ2 pre-majin or not, and all the other early Buu saga confusion.

Except he's not. Kaishin is losing his shit, but Gohan wasn't impressed, reacting almost like Vegeta did until Buu powers up.

Vegeta treated Base Zarbon the same way although their powers weren't far from each other. I have Initial Fat Buu at SSJ2 Kid Gohan's level, which is about 90% of Majin Vegeta's power. Remember that Gohan said he had a chance of beating Initial Buu if he accessed his full power, and his full power is the power he showed at Cell Games.
