We've already discussed this. Piccolo knew Cell needed to absorb Androids to access his full power, so he was referring to Perfect Cell.

I agree with the consensus that this might be a translation error. Piccolo had the upperhand in his fight with Cell and was in control for the most part. 16 said only ONE of the two PLs he sensed was a threat to the androids and that obviously being Piccolo. Cell even had to hide when he saw Vegeta after running away from Piccolo although to be fair this could be for 1 of 2 reasons.

1. Cell probably could've beaten Vegeta but him fighting Vegeta would alert Piccolo to his location
2. Cell didn't want to take a chance with Vegeta since he was surprised he was alive and stronger than he was in his timeline.

I kind of think it's a mix of the two. I put Initial Imperfect Cell on the same level as Vegeta or a little higher so it wouldn't be a quick fight and he knew he wasn't going to beat Piccolo.

Viz gets a lot of shit, but they were far and beyond the scans available at the time, and still better than out of context strength checker quotes.
