Toppo isn't weak, since he's the fourth strongest mortal among the eight universes who fought in ToP. It's just that UI Goku and Jiren are that strong compared to everyone else.

1. Gap sizes have always been irrelevant when Toriyama was never consistent with them. Just look at the numbers at the start of Z for the main cast, for example.

2. Small gaps are the only logical route when Toppo refers to Jiren having already seen the depths of Goku's power in his usage of UI against Initial Jiren and Kefla.
