Where does his power sit in regard to Baby, SSJ4 Goku, etc.?

He is stronger than SSJ2 Vegeta by a substantial amount, meaning he is also well above Super Baby Vegeta 2. Is he right in between SBV2 and Gold Oozaru Baby? If so, how do you justify SSJ Goku being so strong?

Initial S17 should be lower in my opinion. He was toying with Goku, but not in such a way that demonstrated a 2x gap.

Super Android 17 mucked Majuub more easily than Super Baby Vegeta 2 did. However, Golden Oozaru Baby should one shit him.
